ORDINANCE 2018-05

AN ORDINANCE AMENDING ORDINANCE 2004-05, REPEALING ANY AND ALL OTHER ORDINANCES THAT CONFLICT HEREWITH: AND FOR OTHER PURPOSES. 

WHEREAS; The Fire Chief of the City of Gassville Volunteer Fire Department has requested changes to the list of officers within the department: and 

WHEREAS; The position of Fire Chief is recognized as a department head position of the City of Gassville, Arkansas (subject to A.C.A, 14-42-110); and 

WHEREAS; The City of Gassville Fire Department operates within rules known as "Standard Operating Guidelines" that are to be approved by the City Council. 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GASSVILLE, ARKANSAS: 

SECTION 1. The official name for the City Volunteer Fire Department shall be the "City of Gassville Volunteer Fire Department". 

SECTION 2. That the City of Gassville Volunteer Fire Department shall consist of the following Officers: Fire Chief (Department Head), Assistant Fire Chief, First Captain, Second Captain, Lieutenant, Secretary and such number of firefighters as the City Council may order, but no more than 24. 

SECTION 3. The Fire Chief shall be appointed by the Mayor of the City of Gassville (subject to A.C.A. 14-42-110) and receive compensation from the City. Members of the Department shall elect all other officers and prospective members for the Department subject to the rules and Fire Chief approval. The Fire Chief shall be directly charged with the responsibility and accountability to the City of Gassville for all equipment and have control and management of the organization. The Fire Chief shall name and select or dismiss for just cause, the members of the Department, and shall direct and control all the activities of the Department.

SECTION 4. There shall be held no less than two (2) meetings each month of the Department for the purpose of instructing and training of the members. All members shall attend training meetings to be held the first and third Monday of each month unless excused for reasonable cause by the Fire Chief. The City of Gassville Volunteer Fire Department shall operate under Standard Operating Guidelines that are to be reviewed and approved by the City Council. 

SECTION 5. All members of the City of Gassville Volunteer Fire Department, Who have been selected and approved as herein, provided, shall receive compensation for attendance and for response to calls at a rate to be approved by the City Council. 

SECTION 6. The Fire Chief shall keep a record of the names of the members who attend the monthly meetings and respond to calls and submit such record to the City Bookkeeper for quarterly payment for attendance/call response to the members. The Fire Chief shall also be responsible to report to the City Council at its regular monthly meeting the activities of the Department for the previous thirty (30) days. 

SECTION 7. REPEAL. All Ordinances or parts of ordinances in conflict herewith are hereby repealed.
